There is a work-around, but it's not a convenient one. On lower right of the Save-for-Web dialog, there's a button for "Edit in ImageReady." Click this, and in File>Output Settings check the Retain EXIF box. Now select File>Save Optimized or File>Save Optimized As.
Note that the addition of the metadata will add something to the optimized size, but this addition should be predictable and thus easier to get a first-time save under the limit.
