| It says you can use gaussian blur filter but can you use the blur tool???? |

no. not for selective editing.
it has to be for the whole image.

Yes, with a couple of cautions:
- You can't use it to completely remove objects or background details
- You can't use it to introduce radial or motion blur where none was present before. |
