I'm about to get my tax return soon and I'm buying a new computer. I've currently got an old, outdated mac (can only use PixelNHance) and a crashing laptop with MGI Photosuite4.

I don't want to buy another Mac (well, my partner doesn't like them). Any suggestions on the best bang for my buck. I most likely won't buy a monitor and I'd only use it for Photo stuff and web surfing. No gaming or other specialized uses that I can think of. What should I look for (I'm not too tech savvy)? And what's the best photo software for a newbie?

I'd suggest buying a cheap Dell in your case.
However much money your willing to spend will obviously relate to the spec of your computer.
