I have a photo that a client sent me that is about 5" x 7" at 300dpi and I need it to be 6.5" x 9'5" at 300dpi. Isn't there a way to increase the resolution without losing too much quality? Isn't it called interpolation software?

well it's a bit pricey but you can't get much better than genuine fractals

You might want to look at this recent thread before you go spending a lot of money on new software, though. :)
