does anyone know if Picasa2 uses effects filters

I would recommend against Picasa. You don't have much control over your images, and the very few filters that it has are not very good. If you are looking for something free, try GIMP. Otherwise go for Photoshop Elements or CS2

IrfanView is an extremely useful (Windows-based) utility -- I use it mostly to browse image folders and check EXIF info. It appears to have a plugin called Filter Factory, which allows the application of several configurable filters. I found one which seems to apply some kind of Red/Blue filtering to make a pseudo-3D image (to look at with those bi-colored 3D glasses).

You should get it even if you don't end up using the effects filters -- it does lots of other useful stuff.
