Simple: just freeze some fake water. ;-P

I used to have a can of Dehydrated Water -- "Just add Water" read the instructions ...

You could actually create an icicle in your freezer: start with a drop of water on a plate or something you can suspend between some supports. After it freezes, use an eyedropper to coat it with a little more water. After it gets bigger, you might be able to apply on a mist with a spray-bottle instead of using a dropper. Keep doing this until your dihydrogen oxide stalactite is as big as desired, which will undoubtedly be longer than desired.

Instructions

Materials :

Old saucepan
Oven
Baking thermometer
2 measures of water
1 measure of golden syrup
3 1/2 measures of sugar
A mould for your glass (depending on the shape requirements)
Steps :

Mix the water, golden syrup and sugar together in the saucepan and bring it to a boil on the oven.
Leave it boiling until the mixture is thick, with almost all the water boiled off.
Pour it into whatever mould you're using and let it cool.
Notes :

Keep it out of moist areas and direct sun.
Sugar glass doesn't last long (warps or goes sticky) so make it close to the time when you plan to use it.
Though only sugar, the glass can have sharp edges/points when broken, so be careful when handling.
Do not let the sugar caramelise otherwise it turns into a horrible brown
To achieve the see through glass affect use liquid glucose instead of golden syrup. It still has the same properties just that it is clear.

Great idea! If they can use fake food why not fake the ice. Seriously...running to pour said 'liquid' in bottle to run freeze experiment.

Been experimenting most of the week - (tis makes a wonderful little science experiment for the kids too:-) )

Freezing water for a clear ice result

Regular tap water - not very clear, very cloudy

Fancy Bottled Water Brands - similar to regular tap water with minimal varied transparency results

Boiled distilled water - about 60% transparency. Clearer but not totally clear

Testing 3 other possibilities today.
