Below is a 100% crop of an image that contains a red halo-like artifact at the right edge of the rock formation. The artifact exists without any processing of the image and is not affected by sharpening. I came across some software on the net a few weeks ago that is supposed to fix problems like this, but I cannot find it again. Any suggestions?

Looks like chromatic aberration, just google it for fixing, far easier than trying to explain.

There is an action for Photoshop on this page that is supposed to help reduce fringing .

I've never tried it.

If you shot it in RAW, it's quite easy to remove in conversion with Adobe Camera RAW.
