I think what was envisiaged here, urban decay behind barbed wire fence, has potential. That said, the vertical horizon is off (left edge), the composition is such that the fence occupies too much framing real estate and, due to the crop, has the undesirable effect of "extra scene" poking through below the cross rail near the bottom. Plus its waaaaaaaay over sharpened.
If you could shoot again, I'd try for a slightly wider angle, lining up your composition so the vertical horizon -- i.e. edges of the windows to the left as viewed here -- line up properly and shoot from a higher vantage point so the building is maybe closer 2/3s of the image and the barbed wire in the lower 1/3. Or maybe get lower so youre shooting almost entirely through the fence but include more of what's below that top rail.
Again, I like the intent.
