The whole project sounds wonderful to me. Keep those ideas coming....

Are we talking about a print version or just an online version?

If it's a print version, has the owners of the DPChallenge trademark approve the use of the trademark?

If people are interested in participating (work for free, at least initially or invest in an effort, etc), PM me and let's brainstorm. I've always felt that the talent here is 1) poorly marketed, and 2) unvalued. Getting published in a magazine is an excellent way to get exposure, for a pro or an amatuer. I am highly interested in turning this idea into a for-profit venture.

I'm in. I'll work for free. Especially if it's a print verison.
I'm actually making a small magazine like this for my Publication class in school. Fun stuff!

I'd be up for this.

Probably more as a behind the scenes in editing/proofing than producing but I'd be into it for sure.
