Perhaps there should be links to thread with Admin Announcements about rules on the rules pages.

An example: The Nikon Capture NX and Basic Editing thread should probably be linked from the Basic Editing Rules page.

Would probably help to clear any questions that pop up as well as hopefully keep noobs from making mistakes because they missed an announcement.
