These frozen waterfalls are quite possible and beautiful. It doesn't need to be that cold, you actually just need a slow water fall (trickle rather than bigtime flow) to get them to happen. They are really common in Starved Rock State park in Illinois - great for ice climbing too!

Yes, very possible. It happens often in NY.

I live about an hour from Starved Rock State Park. I plan to go camping there this summer.
