Can I use any of these effects in Adavanced Editing?

directional fog filter,
I think this alters intensity of pixels to create the effect.
directional sunshine
Fire that is rendered is probably out, although I once thought overlaying an image of fire done in the camera.
In camera ovelays or composites are legal AFIK, although it's hard to control them, in positioning and hass no spot-control of intensity.

Yes, effects filters may be applied in Advanced. The only time they are illlegal is if they are used to the point where they completely obscure (remove) important elements of the photo, or where they add recognizable features to the photo. Your example of "directional sunshine" would be fine in some cases, but adding a sharply-defined spot of light, or visible light rays, will result in a DQ.
Edit: in-camera overlays are currently legal in Advanced.
