say ina landscapeish shot there are some little house lights on way in hte distant, am i allowed to clone them ou t?

Do you think it would "change a typical viewer̢۪s description of the photograph"?

From your description, I'd say no (it is legal), but if you are in doubt, open a ticket to the SC via the contact page for their opinion.
