Under the basic editing rules...would this be considered spot editing....

desaturate entire photo and use history brush to restore color to main focal area? I'm pretty sure it is against the rules, but just wanted someone else to back that up.

I agree with you. Pretty sure it wouldn't be allowed.

In basic you can't do anything that affects only part of an image eg a selection or a brush, other than to remove sensor dust. So it shouldn't be allowed.

Definitely against the rules. Use of the history brush is spot editing, as you suspected.
