I had a photo with a scratch on the negative - had it from the very start. I scanned the negative and used Photoshop Elements 2.0 clone command to remove it. I zoomed in on the image as much as I could while still seeing the defect, and searched for just the right clone thickness. The clone tool takes your right click and places a copy of its contents on the spot of your left click, and will continue to do so with the RELATIVE position of the cursor. Try it out, it works nicely.
