A friend asked me to recommend a good Nikon zoom (price range about $500) for his buddy who takes a lot of surfing photos. I'm all Canon, so I need your help. My guess is that 200mm might not be enough reach.

From what I can see, his best bet would be the Nikon 70-300mm f/4.5-5.6G IF-ED AF-S VR for about $530, but it looks like this lens isn't available yet. Beyond that, pickings are slim for good glass in the 300mm range. Suggestions?

Plan B would be a good saltwater enclosure within the same price limit (although I don't know which model camera he has).

You're not goingo find a good SW housing for around 500$, they usually run around a grand. Only know cause I was looking for one about 2 years ago. A good Nikon long focal length lens for about 500, not sure thats going to happen. The 70-300mm VR lens should be a great lens, I just don't have any experience with the VR version. I've got the 70-300mm, older version but it works great for me. The VR is out but I doubt it will be readily available any time soon. Thats the bad part about Nikon, it takes them forever to get stuff to the consumer. If the reach isn't long enough, your friend should use a tele-converter. Thats just my 2 cents. Hope it helps.
