is there a way to take a picture in high quality, large size and shrink it to a smaller size and lower quality(less pixels)?

When you "Save As Web" you can downsize a larger file into a smaller size.

What software do you have? If you use Photoshop, this is a breeze. Image > Image Size and type what size you want it to be. You can also resample the DPI (resolution) to make the resolution less. Then use file > save for web to have it the best quality and smallest file. Perfect for emailing or for web pages.
