New Jersey (all counties)
New York City (no other areas of New York state are eligible)
Southeastern Pennsylvania (counties of Berks, Bucks, Carbon, Chester, Dauphin, Delaware, Lancaster, Lehigh, Luzerne, Monroe, Montgomery, Northampton, Philadelphia, Schuylkill, and York ONLY)
