I know photographers are divided about having using UV filters, so I'm not asking for about the pros and cons of using a UV filter, but I've got a general question: you have 2 UV filters of different brand, and maybe it's the coating, or something else, but one reflects light (glare) when you hold it at an angle towards light source, while the other reflects much less. Can this be used to somehow judge which is the better one to use?

It's certainly an indicator of the coating quality... one may not have anti-reflective coatings at all.
The other aspect to quality is the flatness of the glass. That's not as easy to judge, but can affect image quality as well.

so the one that reflects less is the better one in that sense?
