when using fill-in flash on a bright day shoot for portraits, I get shiny skin. I guess a reflector is the better choice but if I must use flash, is it better to use a flash diffuser, or will using a soft filter solve that shiny skin issue?

Diffuser for sure, The soft filter will make everything soft, may's well do that part in photoshop where you can control it, eh? There are also little reflectors you can buy that mount at 45 degrees to the flash head on units like the Canon and Nikon speedlights, so you can aim the light up and bounce off the little reflector towards your subject.

If make-up is possibility, then go that route first. Just like it's better to get things right "in camera", it's also better to get things right "in front of the camera". Make-up can save you a lot of touch-up work later. :-)

dwterry has the answer I was going to give too, makeup is the easiest answer, I discovered that a while ago when having the same trouble.

Now this is going to sound extremely gay, especially in view of my last self portrait but I always carry around a small powder box in the photo bag to be able to put a little on subjects that need it.

It was the LIPSTICK Larus not the powder mate.
Anyway.. good advice, use make-up and try to get it right in front of camera first then you have less work after... repeating what has been said but it IS the best way
