I can answer both of those questions with one answer.

NO. They are soft, they are slow, and they are cheap. The reason they are cheap is the first two things I mentioned.

Edit to add this link which shows there may actually be someone here who owns one of these lens.

Cool. Thanks MattO!

Anyone got a beat on a decent, fairly priced fisheye lens?

Don't go with a fisheye adapter for a current lens (unless it's the Century for video cameras, but that costs more than the Canon fish.)

The Peleng 8mm is available through Ebay, it comes in M42 mount and there's an adapter for canon or nikon, it usually comes with one or the other. It's a pretty good lens, but it's very wide even on a 1.6 crop, totally different from longer focal lengths in the way you shoot with it.

I have the Zenitar - it's such a great fisheye lens for the price - I got mine from Ebay - Russian distributor seller named Zenitar! Made it to Australia in perfect condition, no extra taxes etc.

Manual focus - very sharp - I love it.

If you're looking for a pronounced fisheye effect, the Peleng as mentioned by MadMan2k is a great bet. A 15mm or 16mm fisheye on an APS-C (1.6-crop) cam is wide, but not very "fishy."
The following image:

was shot with the Peleng. The right-hand version was "partially defished" to make the image fill the frame. The aspect ratio changes because of the remapping.
