Does anyone know whether you can emphasize a light source in your "advanced editing" submission with the use of lens flare filter or the smudge tool to create minor rays of light. I guess somewhat of a "twinkle" effect. Any thoughts?

I believe both of those are no-no editing, but I'll wait for SC to chime in.

SC have stated in the past that you can emphasize what is already there but not add any elements to it. So you cannot "create" rays of light, but if they exist (even if they are pretty faint) you can process to make them pop a little more.
