We are up against the point and shooters for week 1. I just don't know when week 1 is supposed to start.

Does that mean we have to submit for a challenge that ends on Sunday, or one that begins on this Sunday?

From what I understand the first week will be with the challenge announced this sunday. SO your first submission would be next sunday and next tuesdays for the open.

So we should all be working on the Wind challenge right? And then the open challenges when they come out tomorrow?

No no...
WPL3 starts with the ANNOUNCEMENT of the members challenge on Sunday. So we wait till Sunday and when the new challenge is posted that day we play in that one.
