I was using my PSE2 today and for some reason no matter what size I set my paintbursh on it only scribbles out a fine lines worth. I use a Wacom tablet pen and mouse and get the same results with both. I figure I am missing something simple like when I have cap locks on and I cant see my brush - but I have no clue. Suggestions or tips anyone?

Hmmm...it sounds like your brush is set too small if you're getting fine lines. Did you know that the left and right bracket keys will change the brush size? Pressing [ makes it smaller and pressing ] will make it larger. Perhaps you could try using the keyboard to change the size until you can see it?

Alternatively, take a screen shot when you've selected the tool and post it for us...maybe there's something unusual about your settings.

Edit to add...
ALSO: Check your preferences (Edit > Preferences > Display & Cursors) ans make sure that you haven't set your brushes to "precise" ...that makes the brush display as a crosshair with a pinpoint...the brush is as large as you define but the display doesn't show it when you're working.

I went ahead and shut it down and restarted it. It seems to be fine now. The one thing I did notice is that before shutting down I had a + in the middle of my brush circle. No matte rhow large my brush got the + inthe center stayed the same size and I could only paint the size of the +. When I restarted the + was gone and everything was back to normal. I have to assume that I hit a button that toggled that feature on. Dont know what I did or what it would beused for but I am back to normal for now.

See my edit above. It sounds like when you re-opened PS it reset to the defaults. I'm betting you somehow got switched into "precise" mode...which is handy at times, but annoying when you don't want it.

As far as I can tell, when the Wacom is in operation the mouse doesn't work very well with brushes because they are pressure sensitive by default, so the mouse is barely doing anything. I'm sure there's a way to change that, but I prefer the brush & pressure anyway, so I haven't looked.
