I'm pretty sure that they are, but just want to make sure that the

Filter - noise - despeckle

Filter - noise - reduce noise

Filters in PS Elements are basic legal?

Yes, noise-reduction filters are legal, so long as you don't "over-use" them to create a new effect.

Such as using Neat Image to turn people into plastic dolls? hehe

And for basic, so long as the effect is applied to the whole image, and not a selection.
