I saw a thread on another site that claimed PPI mattered for screen viewing. I'm at a loss as to why it would.

That is, an image of a given number of pixels, say 640 x 480, has just that many points in it. On screen, the monitor displays them at a fixed resolution, so how would PPI matter? As long as you're resizing using pixels and not a fixed physical dimension like inches.

Now, for print, it certainly does matter, because you're setting how far apart those pixels will be spaced.

Have I got something wrong here?

You got it right. PPI is a print issue (dpi, really) not a screen issue. Pixels are mapped 1:1 on the screen.

Well, preferrably when you are editing for prints, you have your photo's sized at 200-300 DPI. In that case, PPI would matter a bit more. Viewing on DPC it doesn't really matter.

edit - I'm thinkin in terms of PPI for CRT or LCD screens. Like .29mm dot pitch vs. .25 dot pitch can make a realy difference in what fine detail at "normal" sizes you can see. So, if you were printing an 8x10 at 300DPI, you could see more what it would look like when it prints with a finer dot pitch monitor.
