If somebody self-dq's an entry before the voting is over, does the shot just disappear together with any comments received?

The reason I ask is that I commented on a challenge entry recently, but I can't see either my comment or the shot anywhere now.

Self-DQ shots are not physically removed but are not viewable. I'm not sure on the exact handling of the comments, but I *assume* that if you commented on an image that was subsequently delf-DQ'd, your comment count would decrease, since the comment is no longer in the public comment pool.

A shot DQ'd during the voting will also temporarily "disappear" since it's no longer eligible to receive votes, whether it's a self-DQ or for a rules violation. Self-DQs will remain hidden when the voting's over, while "regular" DQs will show up at the end of the challenge results.

Why are self-DQ's handled differently from regular DQ's? It seems to me that once the image egts to the voting process then it has entered the "public domain" and should remain there, even if it is self-DQ'd.

Because a "self-DQ" is really a "withdrawn entry" -- the whole point is that the photographer has decided to not share it with the rest of the DPC community, and they are given this limited opportunity to do so.
