Most U.S. DVD players only support NTSC video while most European players support PAL.

I am bidding on something on ebay and I totally forgot about this. the listing does not say either way, but do you think I'd be able to watch it from my computer????

on your computer - most likely yes, and maybe even on your DVD player... look for hacks on your DVD player here

I have the German version of Lost Highway (PAL) and can watch it both on my computer and DVD player.

The truth is manufacturers make a single model for the world and then limit it to NTC, PAL, Region XYZ etc. with firmware. There are lots of hacks to "unlock" DVD players though, quick and easy.

You might run into Region problems depending on the country, you can use DVD Decrypter to copy the movie for your own use though and make it region free. IMO copying a movie for yourself is Fair Use... but you'd need to decide for yourself whether you feel comfortable copying it.
