I have PaintShop pro 9. I am trying to learn how to dodge and burn. I figured out how to use the tool but I can figure out how to set the brighness level of the burn. Any help would be appreciated.

The main thing to realize when using the dodge/burn tools is to set the opacity waaaayyyy down. I usually go with about 3%-6%, and go over an area several times if needed.

Burn with black, dodge with white (you can use something inbetween for a more subtle effect).

Something else to try...use the air-brush (again, very low opacity) in dodge or burn mode. You don't get to restrict to highlights, mids, or shadows, but I feel that you get more control using the airbrush.

There are also other ways to accomplish this effect that can work well. For example, duplicate layers in screen or multiply mode, and mask the areas where you don't want the effect, adjust opacity of the group to taste. Also, in the tips/tricks section, near page 40 or 41 of the landscape photography thread, a method using a 50% greyscale layer in overlay mode is presented. Take a look at that...it's pretty cool.

PSP doesn't dodge and burn very well at all. Photoshop has a huge advantage.

Aha, Another PSP user. Good to see. :)
I've been using PSP for a number of years, for web graphics, and only recently, (the last year or two) I've been using the Dodge and burn capabilities. Here's what I've learned...

1) Use a seperate layer. Don't dodge and burn directly onto the base layer. Depending on the photo, you might have both a burn layer and a dodge layer. Yes, PSP offers soft light which is a combination of both, but I prefer to use 2 extra layers to keep the dodge and burn seperate.
2) A second everything tsheets said. Use airbrush. Burn with black, dodge with white.
3) When burning, set the foreground pen to black and the background pen to white. So, you can burn away with the left button, and if you burn too much, use the right mousebutton to add some white, which will reduce the burn. Same for dodging - dodge with a white pen, and if you do too much, you can just black it out with the other pen and try again. You can add/subtract all you like this way. And again, use the opacity controls to control the effectiveness of the pen.
3) You can also use the pen colour. It can be hard to evenly dodge or burn a specific area without it looking patchy, so sometimes, I'll use a mid-grey with high opacity to evenly dodge or burn a whole area. The layer opacity can then be adjusted to get the overall effect right. Once the overall area is a good amount, you can fine tune it with black/white to adjust small parts for more or less.
4) Another trick to getting the dodge/burn even is to use area fills, and gradient fills. To empasize the centre of a photo, I sometimes use a sunburst fill on a burn layer, centre white, edges black, then set the layer opacity to set how much burning I want on the edges of a photo. The same can be used to darken a sky with a gradient filled burn layer.

Depending on how much experience you've had, you might want to start with one first. I learnt how to burn and did a few photos with manual burning first. Then I did some photos which required dodging. Only after using them seperately did I really understand how to use them both, and appreciate their effects independently.
