Nope, it changes blending modes and utilizes spot editing (atleast my version does).

you don't need to use spot editting. you could use gradulant(spellin might be wrong) fill and mess around with the blending options, but i'm not sure if that's still leagal.
edit to add: if you want an example just tell me and i'll be able to post a picture once i get home. that's in four hours.

Changing the blending mode from normal is a no no in basic. |

as far as using the fill layer you can't, but you could saturated your image and blend it to your need. the saturarion is still leagal, but i can't find a clear qoute that states "you can't blend"

From the rules:
Adjustment Layers must be applied in Normal mode. All other types of layers (including those that contain pixel data or masks) and all other blending methods (modes) are prohibited.

you could use contrast, hten desaturate, since the person gets too red, curves to lighten your suject or darken a bit, and then use the unsharp mask. You'll get somewhat of the same effect.
