I love to see the statistics in the photographs after the challenge is over, and I've noticed that there is a remarkable difference between the "Average (commenters)" and the "Average (all users)".
Let's make an exclusive challenge, being that only commenters votes will be taken in account. It'll be interesting, don't you think?

You might just get a ton of "Good shot" comments...or worse

Actually, not such a bad idea however I suggest the following twist.
Rather than only counting the votes as commenters why not just provide the option to list images in order based on average from commenters. Something similar to ordering by your own vote on the images. |

Could be, but at least the people would take a longer look at entries while writing it down.
In the past I've made the effort of commenting in all entries in a challenge, and I realized that while looking at a picture (even one that deserves a low score) to make a comment, I can analize it better than just looking at it and clicking over 4 or 5.
