What are the best times to shoot outside? I need to shoot two photographs outside, one in a very sunny area with a pool and a lot of concrete, I am worried the photos will look washed out.

as a rule I try not to shoot between the hours of 11am-4pm. the light is just to harsh then and directly overhead which will cast aweful shadows on your models/subjects. If you do it before or after those hours you will get a warmer light.

Most best selling photos are taken within 20 min. of sunrise and sunset. At least according to several books on the subject. I believe them, though.

I'll back up dsiwell and say sunrise is best, however it all depends on the image you are trying to capture.
If its landscape then the sunrise/sunset time is probably best, if its architectural, then a little later to get the best shadows, if its portrate then certainly before 11 or after 4 to give you a softer more directional light.

The best times would be early in the morning.
After noon by a decent number of hours, when the sun is not so harsh.
With a Polarizer to reduce glare.
...or with a Neutral Density Filter to cut down on the amount of light entering the camera.
You would still need to put your subjects into shaded areas to avoid squinty eye expressions and blown out areas.
Another good time to shoot outdoors is on Overcast days. The lighting can be very even and shadows seem to disappear on overcast days. |

Agreed: it can provide magical light. The morning light can be marginally better, because the air tends to be colder and more still (less dust/haze). It also tends to minimise the number of people and cars if they are a distraction. The evening is a little more sociable.
However, there is nothing more irritating than getting up in the middle of the night to be in situ for sunrise and for it to be foggy, overcast or to start raining and provide almost no light!
