In bulb mode you can take any length of exposure.

Yes there is a bulb mode you would need a shutter release and a stop watch.

Set the cam to bulb but rather than holding your finger on the shutter for 30mins use the cable release (it will lock the shutter).

I haven't tried this with mine, but will the RC-1 remote lock the shutter in bulb mode?

instead of buying the shutter release, I used a video cable with a smallish jack, and when I wanted the shutters to open, I touched the other end to the hotshoe and when I was done exposing, I yanked the cord. Worked great until I upgraded to the 30D.

Yeah you can use a remote, or somehow rig the bulb button with a rubber band and something to press and hold. No you can't take any length photo, the battery eventually dies.

I think that the bigger problem is power supply. You can't do it with a battery - it'll drain before 15 min elapsed.

I have this external power adapter that came with my D60 (that I can use with 20D as well) that you can hook up one side to the battery charger and insert another side in the battery slot.

Give this a try. (if you can get one of these PS for the rebel, that is)

Just a thought, I left my remote cable at my parents, after a little thought, some blu tack and a matchstick I managed a 45 second exposure ...
