Yes and no. Remember that all filters and effects must be evenly applied to the entire image to be legal. However, if for example you select the red channel via Hue/Saturation and tinker just with that color that way, that's just fine.

Use of selective color is perfectly fine whether applied to one or all color channels as long as it is applied to the whole image.

Just don't apply selective color... wellll... selectively! LOL!
