In RGB, it increases the distance between the individual channel values and the tone of the pixel.
Words don't explain it very well, but if you open a new image in PS and fill it with a solid color (most any color will do, but those with differing RGB values will be best) you will quickly see what saturation does to the values of a pixel. Just watch the 3-channel histogram while increasing and decreasing the saturation with the Hue/Saturation dialog. It is easiest to see if you ignore the slider and click on the number for saturation in the dialog and use the up and down arrow keys.
BTW: Here is a thread I started about the same thing a couple of months ago, which has my conclusions in more detail. I've been meaning to write it up more fully, and with next week off perhaps I'll have time to do so.
