How about a challenge titled Sensuality.
The details would be: Capture an image that portrays sensuality WITHOUT including nudity.
If necessary the title could be Sensuality Without Nudity
I think its easy to give an image a sensual feel when adding the nude body, as bodies are inherently suitable for sensual posing/atmosphere. Ruling that aspect out might make it an even greater challenge.
I don't know if this challenge would be okay and fit in the PG-13ness of the site though.. so if not.. oops!

Personally, I think it's easier to convey sensuality with a clothed model than a nude one but I like your suggestion just the way it is. It would be different.
