it is not solong since they effectively did! Throughout history fire fighting was privately funded (you can still see the plaques on some older buildings in London indicating which fire service was being subscibed to by the owner) no plaque, no fire fighters!
In ancient Rome, there was a particularly mean practice carried on by a man called Crassus. He got rich by attending fires with a team of fire fighting slaves and by offering to buy the burning building from the owner at a fraction of its standing value. If the owner sold, the slaves would save the building. If not, it would burn!
