Is PS CS shadow/highlight allowed in basic editing? I did a search but couldn't clarify this.

ya think so as long as you do it to the entire photo and don't use a selection tool first.

Yes it is, as long as you apply it to the entire photo. As PhantomEWO posted, that means no masks or selections.
