| How big of a pic is 300kb? (in pixels) |

Depends on the quality of the pic.

| I just need a 300KB pic and instead of giving me that option, the program I'm using (Irfanview) only lets me knock it down to certain pixels |

Trial and error then. File size depends completely on the quality of the pic... there is no standard that applies to all pictures.

Depends on the content in the pic as well. Trial and error is all you can do.
