Hello,
At what point should I "neat image"?
Should this be the first thing to do before levels..curves etc?
Should it be the last thing to do?

I always edit, neat image, then resize if uploading here.

Excellant question. Some people recommend you do it near the beginning of your workflow while others recommend doing it near the end.
I do it at the beginning for two main reasons:
1-If I need to duplicate a data layer I want the noise removed to prevent noise artifacts from accumulating into multiple data layers.
2-I do frequent "color range" selections and they are affected greatly by existing color noise and other noise artifacts. If noise is removed early in the workflow this problem is minimized.
In my workflow I start by duplicating the background layer. I always leave the background layer completely untouched. The duplicated layer is where I usually perform noise reduction and minor cloning. (Major cloning is done in it's own separate layer)
