Are these filters limited to pre installed filters of the editing program, or does this include 3rd party filters?

3rd party filters are generally ok unless they break that mysterious "major element" rule with its elusive and ever-changing definition. Neat Image is an example of a legal 3rd party filter.

Disclaimer: I'm not Site Council, but I played one on TV and I did stay at a Holiday Inn Express last night.
