In basic editing can we use feather in Photoshop CS?

Brent is right. In basic editing you cannot use selection tools - so there is no selection to feather.

I was going to see if it was legal to use feathering on the border. Marquee around complete photo and modify and feather.
Is that legal since it applies to the complete photograph?
