This may seem like a strange question..
But is there a place that a person could submit an idea and have someone shoot it so they can see how it might turn out?
I know many people are very close-mouthed about ideas they want to try, but I don't have the experience, money, equipment, access to models, room, etc to try out some of the images I see in my mind and I think it'd be kind of cool to see what someone who DOES have all of that could do to make it a reality.
Since this is my vision I can see another artist feeling cramped by what elements or techniques I'm expecting etc, but if the point is to bring out someone else's ideas that might not be a problem.
I don't know. Probably nothing around like that, but it can't hurt to ask.
I do get so frustrated by ideas I think could be fantastic but not having the ability to create them.. then they go to waste.

Write them down. 10 years from now if you still like them you may have the funds to shoot them.

indeed write them down
i get inspirations from fom all kinds of things & write them down till i can track down the 'stuff', or i can figure out how to shoot it ...
or actually shoot 'something' till you are sick of it -then put it back on the shelf till you are more inspired ...

The other alternative could be to post your idea and see if other people can come up with creative ways for you to be able to get around the constraints and make it happen?

Depending on how specific your idea is, you can also post it as a Challenge suggestion and see how 274 people shoot it ... |

Many of my ideas are a result of the challenge topics so they are fairly specific. I had one for the current "Yellow" challenge that immediately came to mind but I don't have enough space, the necessary lighting equipment, nor a nude model.
Most of the others are just as involved and at the very least require large props and/or models so I'd have to hold onto the idea for a very very long time and quite possibly win the lottery before having what I need to create them to the standards I envision in my mind.
Maybe someday I guess. I usually don't write them down and end up forgetting once the challenge is over so I think I will start a little photo shoot idea journal.
Thanks :)
