Define this in english, worded for the novice or layman please.

usually blocks of color on your image. When you take an image and compress it it removes data to make it smaller, when you do it WAY to much it you tend to get these. Also if you take an image and enlarge it way past it's capabilities you will usually get these. Take any small image and resize it to 2-300% and see what you get. This happens a lot if you take a small web image and try to print it 8x10 or something.
