Can I turn a black and white pic into color? |

Unless the black and white was done using in-camera raw (I don't know if your camera does that), then the color is gone. Best you can do is colorizing in a photo editor, which would be a manual process. |

Obviously you have to do it manually, but you can add some selective colour to simple photos by making selections for each colour and colorizing them.
I have a couple of examples, although i went for the very subtle tones
See here
It takes patience but I personally really like the style

If you mean "natural color", what gatorguy said.
If you mean "arbitrary color", then yes you can, easiy. Go to "image/mode" and select "RGB Color" for a first step. Then you can use (simplest case) "selective color" and "hue/saturation" adjustment layers to get colors in there.
There are many other, and increasingly more complex, ways to do it.
The above assumes Photoshop as your editor, BTW.

It can be done, but it takes time.
I did this one a long time ago, by creating a new layer via copy, adding a tone/color, then erasing everything I didn't
want changed, and kept repeating until I had a fair resemblance of what it may have looked like at one time.
