I'm confused about something. In the stats on my fill the frame submission it says 139 people voted on my entry, yet it says only 25 people viewed it. How can this be?? I can understand people not wanting to view it since I came in 141st lol.. but can you vote from the thumb nail?

I think that is the people that have viewed it after the challenge was over.

I don't believe the votes count toward "views".
