If the subject was on hands and I had taken a photo showing two hands but cropped it in such a way that only one of the hands was shown fully and only the fingers on the other hand was shown is that acceptable in basic editing?

Yes, cropping an image is legal in basic.

I would say - YES, it will be acceptable. The way I see it that you can crop - no matter what you crop away.
