This has no doubt been asked before - so apologies for that...
Is 'Transform/Scale' in PS OK for Advanced editing, scaling one dimension differently to the other?

Yes, you can rescale, but not to an unlimited extent. Following is a summary of what has been deemed legal in Advanced:
Flip (horz or vert): Yes
Stretch (horz or vert): Yes
Perspective Correction: Yes
Lens Distortion Correction: Yes
Arbitrary Distortion: No (1)
(1) Examples would be applying pinch, polar coordinates, shear, sphere, etc. in the Photoshop Filters menu.
The above is a synopsis of a discussion from September 2004 and my interpretation of recent rulings.

Shouldn't "Stretching" also not be allowed? What's the rational for that? All the others that are allowed are used to correct for accuracy or they don't change the pixels. Stretching is neither. How is that different from the ones not allowed (i.e. shearing, pinching, polar coordinates, etc.)?

I'd think it's ok within reasonable limits. Sometimes one needs to cheat nature a little to get a certain aspect ratio.
Excessive use would essentially be "arbitrary distortion" and probably be DQed.
