Wow... you want a challenge to photograph criminals who buy stolen property for later resale in a "legitimate" market?
How will we be able to tell if it meets the challenge just from the submissions? I dunno... that could be hard.

I love the idea. BTW, you can prove it by catching the criminal, charging him with fencing and put him behind bars (making the bars look like an iron fence).
Don't forget to take away his epee (fencing gear) HE HE

This challenge wouldn't be fair, IMO. There are no fences where I live!
