NeatImage is primarily a noise reduction tool. But it also can be used to give photos a certain "look".
Here is my question: Is the use of NeatImage allowed in Basic Editing challenges, if it is applied to the entire image but is not used for the express purpose of reducing noise, but rather is used to produce a certain "effect" (e.g. the smoothing of textures, etc.). Let's assume that the use of NeatImage that I'm talking about is applied to the entire image and does not create or remove a major element.

If you use NI on the entire image it is included in the basic rules set. If you use NI selectively on portions of an image it is excluded from the basic rules set...
